My name is LeRoy Nellis II, and I am a Texas constituent and former detainee of the Williamson County Jail. I am writing to inform your office that I have filed a formal complaint with the U.S. Department of Justice, Civil Rights Division – Special Litigation Section, alleging systemic violations of constitutional rights tied to the use of AI-enabled surveillance systems within the Williamson County Jail.
My filing (attached) details how continuous video and audio monitoring—including in attorney–client consultation areas—has been integrated with federal databases such as NCIC, TCIC, and CJIS. This has resulted in the warrantless collection and algorithmic analysis of communications, facial expressions, and behavioral data, undermining due process and the right to counsel.
Because these systems operate under an Intergovernmental Service Agreement (IGSA) with the U.S. Marshals Service, they raise significant concerns of federal overreach, data misuse, and privacy violations. I respectfully request a meeting—either in person or virtual—with your policy or civil-rights staff to discuss potential legislative reforms and oversight measures that could restore constitutional safeguards in Texas detention facilities.
