Dear Texas Journalist,

I am writing as a Williamson County pretrial detainee (January 2024–2025) currently involved in ongoing litigation. During my detention, I documented structural issues related to medical governance, classification practices, and intergovernmental detention agreements that may warrant independent review.

Williamson County participates in intergovernmental agreement (IGA) arrangements that allow it to house detainees from outside jurisdictions. These agreements involve federal reimbursement structures and raise policy questions regarding incentives, oversight, and transparency—particularly as the county evaluates jail expansion.

Based on documented experience and subsequent public-records requests, several areas merit further examination.
