Letter To Media – Six-Year Fight for Justice – Exposing the Hidden World of IGA Sites and Detainee Abuse in Williamson County

Dear Texas Journalist,

I am writing as a Williamson County pretrial detainee (January 2024–2025) who is currently involved in ongoing litigation. During my detention, I began documenting structural issues related to medical governance, classification practices, and intergovernmental detention agreements (IGAs) that may warrant independent journalistic review.

Williamson County participates in Intergovernmental Agreement arrangements that allow it to house detainees from outside jurisdictions. These agreements involve federal reimbursement structures and raise policy questions about incentives, oversight, and transparency—particularly as the county considers jail expansion.

Based on my documented experience and subsequent public-records requests, the following areas merit review:

  • Medical governance procedures and credential verification within the jail system.
  • Audit trails and metadata preservation for medication administration records (MAR).
  • Protective custody request handling and housing escalation practices.
  • The fiscal impact of IGA reimbursements on local detention capacity planning.
  • Oversight mechanisms applicable to federal detainees housed in county facilities.

I have submitted multiple Public Information Act requests seeking documentation related to medical credentialing, audit logs, classification records, and IGA compliance materials. I am willing to provide copies of these requests and responses for independent review.

This is not a request for advocacy. It is a request for examination. The broader question is whether reimbursement-driven detention arrangements operate with sufficient transparency and safeguards for pretrial detainees who have not been convicted of a crime.
