RE: Formal Complaint — Cyber Intrusion, Data Tampering, Evidence Destruction, and Retaliation Connected to the Williamson County Sheriff’s Office

To Whom It May Concern:

I am submitting this formal complaint regarding a sustained pattern of unauthorized access, data tampering, digital surveillance, and evidence destruction tied directly to the Williamson County Sheriff’s Office (WCSO). These intrusions have impacted my Google account, Gmail, Google Drive, and my WordPress website (LeRoyNellis.blog).

The pattern is targeted, coordinated, and directly connected to my publication of evidence documenting misconduct, medical abuse, and constitutional violations inside the Williamson County Jail.

These actions appear designed to obstruct justice, destroy evidence, suppress public reporting, and retaliate against me for whistleblowing and exercising constitutionally protected rights.

1. Overview of Intrusions

Google Account Compromise

Despite a long, complex password and two-factor authentication:

• Files, legal documents, and evidence were deleted.
  
• Names of WCSO employees were removed from uploaded documents.
  
• Drive folders disappeared without my authorization.
  
• Edit timestamps appear when I was offline.
  

This is not random cyber activity. The deletions match the interests of the Williamson County Sheriff’s Office.

Gmail Interference

I have documented:

• Disappearing attorney communications
• Missing FOIA-related emails
• Altered threads
• Suppressed inbound messages
• Selective deletion of conversations involving WCSO employees
  

This behavior obstructs legal processes and ongoing federal/state requests.

WordPress Tampering (LeRoyNellis.blog)

Unauthorized edits include:

• Removal of WCSO employee names
• Deletion of paragraphs involving misconduct
• Alteration of timestamps
• Erasure of digital exhibits and uploaded evidence
• Modification of posts immediately after publication
  

This is targeted suppression of public-interest reporting.

2. Why the Williamson County Sheriff’s Office Is Implicated

The intrusions occur only when:

• I publish information involving WCSO
• I post names of WCSO staff
• I file FOIA/TPIA requests regarding jail misconduct
• I release medical or constitutional violation documents
• I upload evidence to my WordPress site
  

This is a clear pattern of retaliation, obstruction, and interference.

WCSO has a documented history of record manipulation, destroyed medical logs, altered MHMR forms, and obstruction of open records. These digital intrusions are consistent with their established behavior.

3. Federal Laws Potentially Violated

These actions implicate:

• 18 U.S.C. §1030 — Computer Fraud and Abuse Act
• 18 U.S.C. §241–242 — Conspiracy Against Rights
• 18 U.S.C. §1503 — Obstruction of Justice
• 18 U.S.C. §1519 — Destruction or Falsification of Records
• 42 U.S.C. §1983 — Civil Rights Interference
• CRIPA (42 U.S.C. §1997) — Jail misconduct & deprivation of rights
  

These intrusions interfere with federal rights, legal processes, medical-related claims, and public reporting involving government misconduct.

4. Request for Federal Investigation

I respectfully request the following:

1. A formal federal investigation into cyber intrusions connected to the Williamson County Sheriff’s Office.
   
2. Preservation subpoenas to:
   
   • Google LLC (IP logs, login data, deletion logs, revision history)
   • WordPress/Automattic (admin access logs, backend logs, file deletions)
     
3. Review of possible misuse of law-enforcement systems, subpoenas, or internal WCSO IT tools to gain unauthorized access.
   
4. Examination of evidence destruction patterns across Google, Gmail, Drive, and WordPress.
   
5. Guidance on securing my digital data from further retaliation.
   

I will provide logs, screenshots, evidence timelines, and data comparisons upon request.

5. Conclusion

These are not isolated or random cyber events.
They represent a targeted pattern of retaliation and evidence destruction directly linked to my publication of misconduct involving the Williamson County Sheriff’s Office.

I ask the FBI and all copied agencies to open parallel reviews and preserve evidence immediately.
