Subject: FORMAL COMPLAINT – DIGITAL TAMPERING, CYBER INTRUSION, AND RECORD ALTERATION  INVOLVING WILLIAMSON COUNTY SHERIFF’S OFFICE PERSONNEL

Dear Special Agent in Charge and Cyber Investigations Unit,

I am submitting this formal complaint to request an investigation into suspected cyber intrusions, unauthorized access, and digital record tampering connected to the Williamson County Sheriff’s Office (WCSO) or associated personnel.

I. Summary of Complaint

Since 2024, I have observed repeated unauthorized interference with my social media, email, and professional accounts, specifically:

Facebook and Instagram accounts have been hijacked or cloned, with unauthorized posts, deletions, and follower removals.

Email (Gmail/Yahoo) accounts have experienced repeated lockouts, unauthorized password resets, and delayed verification codes.

LinkedIn and Google Docs / Drive files referencing Williamson County Sheriff’s Office and related complaints were altered, redacted, or removed entirely.

– The metadata associated with these events shows irregular access logs during periods when I was incarcerated or without device access, strongly suggesting outside manipulation.

– Multiple accounts experienced simultaneous “location verification” triggers from Georgetown, Round Rock, and Hutto IP ranges, overlapping with WCSO jurisdiction.

II. Nexus to Williamson County Sheriff’s Office

I believe these incidents are connected to ongoing retaliation and evidence suppression following my documented civil-rights complaints and DOJ filings regarding misconduct at the Williamson County Jail with the Department of Justice.

Evidence supporting this belief includes:

– Timing of the account intrusions coinciding with open records requests and federal complaints involving WCSO.

– Edits and deletions restricted to files and posts referencing medical neglect, restraint-chair incidents, and TCJS oversight failures.

– At least one IP trace returned to a “wilco.tx.gov” subnet listed in a prior communications header.

These intrusions appear targeted at disrupting the integrity of public records and communications relevant to ongoing legal and federal oversight proceedings.

III. Request for Investigation

I respectfully request that the Federal Bureau of Investigation Cyber Division:

1. Conduct a forensic investigation into all unauthorized access attempts and IP activity connected to my social media, Google, and LinkedIn accounts from January 2024 to present.

2. Identify whether any such intrusions originate from networks registered to, or routinely used by, the Williamson County Sheriff’s Office or Williamson County Government IT infrastructure.

3. Preserve all digital evidence under Title 18 U.S.C. §1030 (Computer Fraud and Abuse Act) and related cybercrime statutes.

4. Coordinate findings with the Texas Joint Crime Information & Intelligence Operations Hub (Austin) for situational awareness and cross-agency integrity review.

5. Provide written acknowledgment of this complaint and an incident or case number for tracking.

IV. Supporting Context

These events are part of a broader pattern of interference, intimidation, and information suppression linked to my prior filings with:

U.S. Department of Justice Civil Rights Division (CRIPA)

Texas Commission on Jail Standards (TCJS)

Texas Attorney General’s Office – Open Records Division

The digital tampering directly obstructs federal complaint processes and constitutes potential violations under 18 U.S.C. §1519 (Destruction, Alteration, or Falsification of Records in Federal Investigations).

V. Certification

I certify under penalty of perjury that this statement is true and accurate to the best of my knowledge and is submitted in good faith for the purpose of federal investigation.

Respectfully submitted,
