My name is LeRoy Nellis II, and I am submitting this correspondence as a formal follow-up to a civil-rights complaint filed with the U.S. Department of Justice, Civil Rights Division – Special Litigation Section, concerning violations that occurred during my detention at the Williamson County Jail in Georgetown, Texas (2024–2025).
The attached filing alleges that Williamson County Jail, under its Intergovernmental Service Agreement (IGSA) with the U.S. Marshals Service, has implemented AI-enabled surveillance systems that continuously record, analyze, and transmit detainee communications and behavioral data to federal databases including NCIC, TCIC, and CJIS. These systems operate without judicial oversight and compromise attorney–client confidentiality, privacy, and due-process protections.
Given that these activities take place under an active IGSA, I respectfully request that the Office of Professional Responsibility conduct an internal investigation into:
- The scope of AI and data-collection systems authorized under any existing Williamson County–USMS agreements.
- Whether any federal personnel or contractors accessed, reviewed, or utilized data collected through unconstitutional surveillance.
- Compliance of these activities with the Federal Wiretap Act (18 U.S.C. §§ 2510–2523), CJIS Security Policy, and Privacy Act of 1974 (5 U.S.C. § 552a).
This matter involves potential violations of the Fourth, Fifth, Sixth, and Fourteenth Amendments and falls squarely within the oversight jurisdiction of both the U.S. Marshals Service and the Department of Justice.
