Dear FBI Civil Rights Division,

My name is LeRoy Nellis II, and I am a Texas resident and former detainee of the Williamson County Jail in Georgetown, Texas. I am writing to submit a formal civil-rights complaint regarding the use of AI-enabled surveillance and data-integration systems operating within that facility under an Intergovernmental Service Agreement (IGSA) with the U.S. Marshals Service.

These systems continuously record and analyze detainee behavior, voices, and facial expressions—including within attorney–client consultation rooms—and share that data in real time with federal systems including NCIC, TCIC, and CJIS. The program functions as a live data-collection node within the federal law-enforcement network and effectively transforms pretrial detention into continuous federal surveillance.

This practice violates the Fourth, Fifth, Sixth, and Fourteenth Amendments, as well as the Federal Wiretap Act (18 U.S.C. §§ 2510–2523) and the Privacy Act of 1974 (5 U.S.C. § 552a). It also appears to contravene FBI CJIS Security Policies §§ 5.2 and 5.9, which restrict secondary data use and sharing of personally identifiable information.

I have submitted a formal complaint to the U.S. Department of Justice, Civil Rights Division – Special Litigation Section, and I am now forwarding the same information to the FBI for review under your Civil Rights Program and Public Corruption/Abuse of Authority mandates.

I respectfully request:

  1. An internal review of how AI or behavioral-analytics data from Williamson County Jail is transmitted to or stored within CJIS/NCIC systems; and
  2. An investigation into any federal or local officials who may have authorized or benefited from unconstitutional surveillance practices.

Please confirm receipt of this complaint and provide a reference number if possible. I am available to provide supporting documentation, sworn affidavits, and technical research files as needed.
