URGENT: Pattern of Abuse, Medical Neglect, and Disabled 911 Access — Williamson County Jail (TX) — Request for Immediate Investigation


To Whom It May Concern,

I am submitting this urgent notice regarding a pattern of physical and psychological abuse, medical neglect, unsafe injection practices, and denial of emergency access (disabled 911) at the Williamson County Jail (Georgetown, TX), occurring primarily between January 2024 and July 2025 while I was a pre-trial detainee.

Topline allegations (with dates/names where known):
• Physical & psychological torture (Aug 2024–Jul 2025): restraints, deprivation, starvation, sleep/sensory torture, forced nudity; COs identified include Li (12/10/2024 ~1pm), Ramirez (sexual assaults documented on video), Wheeles and Karg (fabricated infractions/“hooch” pretext).
• Medical misconduct & unsafe injections (Mar 2024): EMT Larry Davis (administered), EMT Ransom, and Michael Ivey involved in an injection with no consent or clinical basis, witnessed by two investigators believed to be Nathan Robinson (Bunk 28 R&P) and Derek Harris (Bunk 27 R&P). Afterward I suffered neurological collapse, lasting blindness, and nerve damage. Repeated ambulance/ER requests for visible medical crises (including hematuria) were denied.
• 911 access disabled: Telephones in the jail cannot place 911 calls; staff stated 911 was disabled. During medical crises there was no lawful/practical way to summon outside emergency responders.
• Licensing and supervision failures: Jail medical “authorization” routed to a Houston-based physician who never examined detainees; multiple providers appeared unlicensed or practicing out-of-scope.
• State oversite failures & records: We are requesting and preserving all relevant records across HHSC, DSHS, and TCJS, including injection logs, medication administration, staffing credentials, inspections, complaints, mortality reviews, ambulance denials, and internal communications.

I request that your office:
1) Open a formal investigation into these allegations immediately;
2) Preserve and obtain all relevant records and video/audio evidence (see “Records to Preserve” below);
3) Coordinate with parallel agencies (list attached) to ensure comprehensive, non-duplicative oversight.

Records to Preserve (non-exhaustive):
• All camera footage (pods, cells, medical, hallways, “Southside” area) Jan 2024–Jul 2025.
• All medical/charting logs, MARs, injection/med administration logs, ER transfer denials, sick call slips, kites, grievances, refusals (true copies).
• All EMS/EMT PCRs (patient care reports), run sheets, controlled substance logs, QA reviews, EMT credentials and protocols; radio/phone recordings around incidents.
• All incident, use-of-force, and restraint chair logs; segregation/solitary records; water shutoff logs; commissary account records; disciplinary records.
• All telecom vendor contracts and configurations; 911 routing/disablement settings; call logs showing blocked 911 attempts.
• All staff rosters, training files, licensure/discipline histories for named personnel and supervisors; contracts/MOUs with outside medical providers.
• All mortality reviews, ambulance request logs, and hospital transfer logs.
