LeRoy Nellis, born and raised in Austin, Texas, is a systems thinker, reform advocate, and seasoned IT professional whose education stems not from ivory towers, but from the University of Hard Knocks—a lifelong curriculum of grit, curiosity, and strategic adaptation. His guiding principle:

With over 30 years in the IT realm, including security, management of people, places, equipment, and current events, LeRoy has cultivated a deep understanding of institutional systems and their operational dynamics. Due to recent events, LeRoy has learned of Intergovernmental Service Agreements and dual sovereignty, which has led his research into the intricacies of law enforcement databases and interagency systems. His research spans TCIC, TLETS, and NCIC, where he’s not only operated within the frameworks but also dissected them for reform and transparency. He’s known for mapping out complex intergovernmental agreements and public records processes with surgical precision.

During economic downturns, LeRoy ventured into new domains, applying his technical acumen and strategic foresight to real-world challenges. Since adolescence, he’s cultivated a parallel interest in real estate, blending hands-on experience with a keen understanding of market dynamics and property systems.

LeRoy’s work is driven by a deep commitment to judicial reform, consumer protection, and systemic transparency. Whether he’s drafting professional correspondence, annotating medical expenses for advocacy, or generating creative prompts with AI, his approach is meticulous, iterative, and impact-oriented.

He is currently developing White Sites in America, a bold exposé aimed at illuminating hidden injustices and catalyzing reform. His long-term vision includes:

  • Writing books that fuse creative narrative with rigorous research
  • Pursuing a movie deal to bring his advocacy to a broader audience
  • Engaging in public speaking to inspire reform and share his insights with communities, professionals, and policymakers
  • Creating apps that help society, backed by a detailed business plan and a comprehensive workflow. LeRoy is currently using AI to build a prototype—and potentially the app itself—focused on solving systemic problems within our communities
